Referring others like your reputation depends on it, because it can. There are many referral networks that will push out any business regardless of the reputation of that business. It is a quid pro quo style marketing push that does not promise that the service you are being told about is good. It is focused on someone pushing someone else so their business will get the same push or referral.

It can directly affect your reputation. So, someone recommends you and you gain some business from it, but they are not of the best quality or do not have the best track record. If you chose to share about this business to someone you know and they have a terrible experience that can directly hurt you.
Now, can this particular person or client trust you after that? Be honest when it comes down to referring others. Realize your reputation can be attached to your referral.
